I'm running an acf and pcf plot for the difference in arrests between two states, but I have no idea what they're telling me if anything at all. Any help would be appreciated.

We cannot interpret the graph without knowing the details. Assuming the blue dotted line is for the significance cut-off, it is just showing that there is a significant correlation at lag 1 followed by correlations that are not significant.
