Cannot create R_TempDir

Hi everyone. After a pc format, I cannot launch R. When i try to do this, it gives me back an error: cannot create R_tempdir. What can i do? I have tried install Rstudio and Rgui 3.6.3 with same results. I have enough free space and full controll for every user in settings.

which operating system do you use ?
Also prior to installing Rstudio or Rgui, did you install R itself ? https://cran.r-project.org/mirrors.html

Yes, i did. I use Windows 10.
