cannot start app again when app was stopped forcefully

This problem happened before on RStudio too. It's a known issue here

Today I saw it again when trying my project in RStudio cloud. My project url is https://rstudio.cloud/project/196548.

Hello,

There is a bit of lag time between a change landing on master on the IDE and us verifying and accepting a build over on cloud. We'll let you know when we land a build with this change on it.
