Attempting to deploy an app (no explicit installs in source) but fails with the following error:
Error: Unhandled Exception: Child Task 794577807 failed: Error building image: Error fetching base64enc (0.1-4) source. <CRANPackageSource repo='http://cran.rstudio.org'> unable to satisfy package: base64enc (0.1-4)
