Outside of using R.
What happens if you try th URL in your browser
https://cran.rstudio.com/bin/windows/contrib/4.1/R.utils_2.11.0.zip
I am using RStudio IDE through packages tab, Install button to Install package.
I'm confused... are you refusing to try the link in a Web browser to understand what happens when you do ?
I tried though Weblink & zip folder can be downloaded.
