github actions failing on ubuntu-16.04

My GitHub actions are failing selectively on ubuntu-16.04 with the following error:

It looks like a general GitHub Actions issue to me, one of the default PPAs added by GitHub is failing. I don't think there is much you can do until it is resolved upstream.
