If possible at all, How can I build a mac binary package from a windows machine?

Thanks @maelle for solving my problem. She pointed me to https://builder.r-hub.io/.

I clicked on Advanced options ...

... and there it was what I needed:

In a short while I got an email with a link to artifacts

I downloaded the mac binary from there
