How to Allow .libPaths() to install Packages in RStudio

I have upgraded the Rstudio Desktop to 1.3. After which, I am unable to install any package.

First of all, it doesnt allow to install package in R library, instead asks to use a 'Personal Library'. After prompting yes, I get the below error

The error statement :

Error in install.packages : cannot open file 'C:/Users/Prasanna/Documents/R/win-library/3.6/file37ac6fa14436/htmlwidgets/DESCRIPTION': Permission denied
