Every time I download R and try to open it, I get this message. I have never used R and don't know what to do about this.

I think you actually mean you have installed RStudio (since you are posting on the #rstudio-ide category). Have in mind that RStudio is an IDE for the R programming language but it doesn't come with R bundled, you have to install it separately.
