Installing Tidyverse on a Windows 2012 Server without direct internet access

Hello!

I am attempting to replicate the behavior of install.packages("tidyverse"), but on a Windows 2012 server (running R 3.6.0, fresh out of the box) that has no internet connection. I can put files onto this server, but the server cannot talk to CRAN or a CRAN mirror. This is something about the server I cannot change, even temporarily (I know, right?), but I can "be the internet" for it, in that I can provide the server with files.

How would one go about doing this?
