Interpreting Cliff's D 2-tailed Graph

I'm currently using R for some large scale data analyses and have been using (under the guidance of experts on this forum) the orddom package to compare two groups from a questionnaire with ordinal data.

I'm looking at a graphed delta, and am wondering about interpretation. Specifically, what the two bar graphs mean/how to interpret them (in the context of the attached image). I've also done analyses on other questionnaires where the bar charts aren't present, and it's just the distribution curve, or the bar charts will be the same height. It seems as though it's speaking to the Y group in some way, but can't quite figure out what it's saying.
