Issues installing Rtools on corporate PC

Hiya,

I tried to install Rtools multiple times on my PC, but I can’t get it to work. I did get it to work before my motherboard died, but after a new motherboard and reinstall, I just can’t seem to get the C++ to work, even though I installed RTools without errors. ANd the folders are present in C:. The error I get:
