I have seen many examples of this in the last few days with my students. I just created a new project, https://rstudio.cloud/project/157971 and ran a test using just the default example file. I clicked the publish button and got as far as logging into RPubs, but the upload failed.
You likely need to grab the development version of rsconnect to get the fix described in this topic.
