I am trying to get information from the internet every 10 minutes and upload it to dropbox. In this case, I wish to have an online platform to execute the code whenever my computer is turning on or not. Can I get a proper service with the paid version of rstudio cloud? Or is there any better way to do so?

rstudio.cloud is not meant to be used as a cron service, and there is not currently a paid version. You may want to look for another solution.
