No longer able to knit a self-contained html (Intermittent problem)

Hi

I am now unable to knit a rmd to a self-contained html file.
I recently upgraded Rstudio and R so it is difficult to determine when the problem started.

When I knit it creates both a html and a folder with the same name + _files. This folder contains a sub-folder called figure-html which contains png files for all of the figures. If a delete either the HTML file or the folder, both are removed.
This problem occurs when kniting using the default rmarkdown example.
Adding self_contained: yes to the YAML has no effect.

Rstudio Version 1.2.1335
R version 3.6.0 (2019-04-26)
