I have just installed version 1.2.1335. When I tried Cobalt theme, the cursor started blinking while an upper dot appeared before it. The problem also occurs with Clouds Midnight and Chaos themes but not with Chrome. When reverting to default theme the cursor acts normally.
This sounds like the same issue as https://github.com/rstudio/rstudio/issues/4732. You might try enabling software rendering as a workaround: https://support.rstudio.com/hc/en-us/articles/360017886674-Troubleshooting-RStudio-Rendering-Errors
