R does not start

We have installed R and R Studio Desktop
R-4.1.0 and R-Studio-1.4.1717 on Windows 2019 (Citrix)
=> R Studio cannot connect to R (error message)

Following steps were done for troubleshooting:
Deactivation of antivirus software
Reinstallation of R and RStudio
Applying localhost name

Can anyone provide us further information to solve this issue?
