After updating windows 10, R studio does not run with ERR_CONNECTION_REFUSED.
I think that this problem might be caused by fire wall and proxy server.
I do not know how the fire wall and proxy server should be set for R studio to run normally.
Try reseting Rstudio's state
You could also try checking that a proper R version is being selected, by holding the Ctrl key while opening RStudio, then you should be able to see this menu and change the selected R version.
