RSConnect plumber not deploying

I have an RSC lisence from AWS marketplace here.

when i try to deploy from the RS IDE I get this message

Preparing to deploy api...DONE
Uploading bundle for api: 20...DONE
Deploying bundle: 114 for api: 20 ...
Api deployment failed with error: API applications are not permitted by your license.

Is there something restrictive about that license? From what I understood that is a full license for 20 users.

the license is a base one, so no plumber access.
