RStudio IDE couldn't start, shows connection error

Hello all,
Recently I got a new laptop and installed the latest versions of R (3.6.3) and RStudio (1.3.1073), It worked for 2 weeks and when I recently changed my internet provider, It stopped, leaving RStudio with a blank screen and the message:
The connection with 127.0.0.1 was refused.
Try:
-Verify connection
-Verify proxy and firewall
ERR_CONNECTION_REFUSED

I did all those steps, I resetted the RStudio Desktop's state as shown in < https://support.rstudio.com/hc/en-us/articles/200534577-Resetting-RStudio-Desktop-s-State > but it simply don't work, any ideas what's going on?

Just to clarify, the latest version is 4.0.2

About your issue, I would try updating R and resetting Rstudio's state
