RStudio not responsive/Blank screen with option tabs but unable to open anything

Hi, when I open RStudio only a blank screen appears

I am unable to open the options in the tabs.

Im currently using RStudio 1.3.1073, but I have tried it with the older versions and still the same problem.
I have tried changing the rendering options while holding ctrl on start up of RStudio
I have also tried wiping all the RStudio + R files and reinstalling
None of these seem to have worked
