Rstudio "This site can't be reached" and R error with "startDynamicHelp"

I have R version 3.6.0 (Running with that) - I also have R 3.5.2 but not running with that.
RStudio version 1.2.1335.

I had an older version of Rstudio (not too old, downloaded in Jan, not sure version num) and when I initially launched that, it gave me the error message:

"Error in tools startdynamichelp(): unable to create socket"

So I tried to download a newer version of RStudio and I just get a screen that says "This site can't be reached" and nothing on the toolbar is clickable.

I have 64 bit OS and 64 bit R.

I also downloaded the new R version 3.6.0 and it works fine, but when I entered help for Rprofile I get this error message again:

help("Rprofile")
starting httpd help server ...Error in startDynamicHelp(TRUE) : unable to create socket

Help me!

I downloaded an older version of Rstudio 1,1,463 and now I get the following error message:

Error in tools::startDynamicHelp() : unable to create socket
