Running 'texi2dvi' on `file.tex` failed

I am using github actions to check a package on macOS. I have tried installing TeX with
brew install basictex texinfo

and running - uses: r-lib/actions/setup-pandoc@v1

but I see the error:

Running 'texi2dvi' on 'RandomTopologies.tex' failed.

Messages:

You don't have a working TeX binary (tex) installed anywhere in
your PATH, and texi2dvi cannot proceed without one. If you want to use
this script, you'll need to install TeX (if you don't have it) or change
your PATH or TEX environment variable (if you do). See the --help
output for more details.

How do I configure a macOS run to compile vignettes?
