Simple Active Time question

I have the basic, free plan with the 25 hour "active time" limit per month - (app at / After a few days the dashboard tells me I've used 60 hours - but things are still working - (see attachment) - Obviously, I'm not complaining but I'd like to understand what I am missing : for example could the 25 hours mean outside users only, with no limit for me ??
