Stacked bar chart with ggplot2 and plotly groups with 1 observation the tooltip is missing.

Stacked bar chart has 2 bars charts.
We are using tooltip on both.
Tooltip is working fine but when we have just 1 observation , tooltip is missing however tooltip is working for one but not working for other in case of 1 observation.

Please help me on this.
What could be the reason for this ?
