I cannot launch R Studio, despite doing a full reinstall. I get the error below. Any advice would be much appreciated.

Does R work outside RStudio in a terminal session or, if using macOS, the R.App?

No, R doesn’t work on its own

I'm on Windows

R has to be separately installed from RStudio. You can download here.
