What tools (e.g., oglmx) can handle generalized ordinal logistic regression with random effects?

Hi all,

Generalized ordinal logistic regression does not assume proportional odds and can be better than conventional logistic regression in certain cases. OGLMX can do this, but I'm not sure if it accommodates random effects (e.g., by subject). Can anyone talk more about OGLMX or recommend another tool?
