Why is it that I was able to run R studio before, but all of a sudden I can't run it, even with administrator privileges?

Try: go to ~user\user\appdata\local\rstudio

and delete/move every folder\file associated with projects, then try to reload RStudio.
If this works once then you can try installing new version of R and then new version of Rstudio.
I had a similar problem and this helped.
