Window scaling and cursor offset problem

I'm having an issue with the zoom and/or scaling of version 1.2.1335 on Windows 10 that didn't exist prior to version 1.2. As the screenshot shows, the upper bar of the window covers the top panes:

Also, there seems to be a 2 lines vertical cursor offset.
I noticed some threads about horizontal cursor offset, but changing the font doesn't make a difference in this case.
The issue seems to be related to this issue, but I can't figure out how to turn to 16-bit colors in later Windows 10 versions. Any ideas?
