create Shapefile from jpeg/png image

Dear NCL users,

I have one image. In that, there are different regions separated by boundaries. So I want to create Shapefile of each regions from that image.

Here I am sharing the image.

Could you please let me that can we do create Shapefile from image such as Karakoram, inner tibet etc ?
