How to use cbind to combine variables to run an AOV f Test

So, for one of my assignments, I was supposed to run an AOV F test analysis by combining variables before running the analysis. However, I needed to include four variables below (NE, SE, MW, W). I am at a loss on how to do this; however, I NEED to learn to complete this task in R; my grades depend upon it. Any help is greatly appreciated. Thanks!

Here is my dataset:
