Jupyter working directory

We use RStudio Server Pro. Jupyter notebook and jupyter labs are also installed. For jupyter the working directory can be configured in the file "jupyter_notebook_config.py". This works without problems, but has to be done separately for each user.

Question: How can the working directory be centrally adjusted to the same value for all users?
