Problem: RStudio does not start without internet connection on ubuntu

If connected to the internet, RStudio starts without any problem, but without internet connection there is an error message. I need to be able to use RStudio offline (e.g. in a plane). I am running Ubuntu 22.04.1 LTS, no firewall, and RStudio 2022.07.2 Build 576. R in the console running without problem. Here is the error:

ERRORS
[No errors emitted]
OUTPUT
[No output emitted]

Thanks for the suggestion, the error seems to be the same, but the solution didn't help.
