i have a probllem with install packages
RTools is not an R package, it is a separate software that you have to install in your system, not in R. You can download it from here.
To solve the first issue you need to run Rstudio as administrator to have write permissions on that folder, if that is not an option, the second issue is due to non-ASCII characters in your windows user name, you could try changing it to something safer.
