Yes, I have 3.5.2 installed.
This issue could be a Window 10 1809 issue, something to do with the new security setup,
not an RStudio IDE issue per se.

I'm a little confused about your error, if you are on windows you must have desktop version, so why is trying to connect to the localhost?

Could you share a screen shot of what you see when you try to open Rstudio Desktop?

It's a known issue. You have to restart RStudio multiple times until it goes away
