RStudio desktop will not open when switching networks

I recently upgraded to using RStudio 1.4.1103 with R (x64) 4.0.3. RStudio will not open when I move my laptop from office network to home network without restarting my laptop on my home network. But it works fine when I move my laptop from home network to office network. I have checked firewalls and antivirus, and I do not have an RStudio-Desktop folder in my AppData folder. I have uninstalled and reinstalled with no success.

Does anyone have an answer?
