Sections don't work in 1.3.959

Hi!

Since updating to the current stable version of RStudio, I can't introduce sections with the '#####' tag anymore.
Previously, the line '#####Test' led to the definition of a section named 'Test' that could easily be accessed in the section/function list at the bottom of the source panel.
Is that a bug or an expected new behaviour?

(Additionally, I am experiencing another bug in this version: Scrollbars missing in 1.3.959)

Update: The issue still persists in Version 1.3.1007 preview.
