Shiny Server Not Loading Packages as user_dirs/HOME_USER but as root

Problem:
I cannot get my shiny server to run applications as the :HOME_USER:. It runs the application as root.

Can you tell me if there are other config files I need to change? Or other problems that might be blocking the server from using the :HOME_USER:? I'm pretty sure I set up the config file correctly.
