Hi,

Any data published publicly by reputable source (in this case a university) will be anonymised to protect the participant's identity, so you don't have to worry about using it for doing tests as long as you reference it should you want to publish your results.

Are you asking if the data is censored in the sense that large values are replaced by some maximum value? An example of this is insurance claims. The claim (court judgment, full property value, etc.) may be for $X, but the policy only pays $Y.
