Win10/R-4.0.3/Rstudio-1.3.1093: Can't update packages?

For instance when I run "Update" from the "Package" menu it say I need to update "data.table" and "digest" but when run "Update" and restart RStudio , these two packages are listed as needing to be update? Note, I am not getting error messages?
